SURFnet itself started out in 1986 as a development project. Over the years SURFnet carried out various
development projects
, most of which resulted in an operational service. Since 1999 SURFnet has worked to develop innovative services for higher education and research in the Netherlands under the banner of
SURFworks
.
The first SURFworks project ran from 1999 to 2002. It aimed at research into and the development of advanced multimedia applications and services over a high speed ( broadband ) Internet network for higher education and research in the Netherlands.

The year 2003 saw the SURFworks Extension project. Besides the development of new services for the target group it also made knowledge on applications and Internet technology available to the target group. The
final report
describing the results has become available. SURFworks Extension had three development lines: middleware & security, multimedia applications, and access. Within this structure SURFnet engaged in the development of new services. SURFworks Extension focussed on a further upscaling of previously developed services and applications rather than technological innovation. Among other things it addressed the SURFnet Video Portal (SVP) for streaming video, A-Select and SURFkey for authentication, EduRoam for guest use of (WiFi) institution’s networks and much information on the home work station. SURFnet mostly carries out these innovation projects by order of the SURF Foundation with financial support of especially the Ministry of Education, Culture and Science.
